    Russia's Foreign Agents Act Goes Live...What Does It Mean for NGOs? Blogs

    On the morning of 21 November, the staff of Memorial, one of Russia’s oldest and most respected human-rights organizations, arrived at work to find the words “foreign agent” spray-painted on their building. The graffiti marked the effective arrival of a new law known as the Foreign Agents Act, which requires all Russian nonprofit organizations to register as “foreign agents” if they receive funding from abroad and engage in broadly defined political activities.
