Each pledging entity of the Global Refugee Forum Legal Community Pledge is primarily responsible for meeting its pledged commitments. However, in the months after the GRF, the NGOs that initially drove the creation of the Pledge, informally established a ‘Core Group’ to support its overall implementation. PILnet, as the coordinating body for the Pledge, provides secretariat/backbone support for the Core Group.

These have been adopted on an interim measure on the understanding that sustained efforts will be made by the Core Group to develop a more formalized and representative structure for the governance, strategy development, coordination, and back bone support for the Pledge ahead of the 2023 Global Refugee Forum.
