The Vicious Circle presents the results of targeted studies of administrative institutions and procedures in four countries — Armenia, Bulgaria, Georgia, and Poland — exploring aspects of administrative functioning and available remedies for administrative abuse.
Each study examines different aspects of administrative functioning and abuse and proposes a set of recommendations for improving remedies. By focusing on abuses and remedies, the collected reports elucidate the relationship between the availability of reliable remedies for administrative abuse and the degree of public trust in state institutions.
